For the Haryana Assembly Elections 2024, Congress has released its manifesto in Chandigarh. In the 40-page manifesto, Congress promises free treatment up to ₹25 lakhs and a monthly payment of ₹2000 for women. Additionally, they pledged to secure water from the Sutlej-Yamuna Link (SYL) canal.
A week before, Congress had announced seven guarantees for the people of Haryana in Delhi under the leadership of Congress President Mallikarjun Kharge.

Key Promises in the Haryana Congress Manifesto:
- Education: A state teacher selection commission will be set up to fill vacant teacher positions. Universities will be established in the name of Guru Gobind Singh Ji and Sant Ravidas. A separate university will be set up in Mewat, and women’s colleges and ITIs will be opened in every assembly constituency.
- Healthcare: Congress will implement a cashless insurance scheme providing free treatment up to ₹25 lakhs under the Chiranjeevi Scheme, similar to Rajasthan. People above 45 years of age will get a free health check-up every year.
- Women’s Welfare: Under the Indira Ladli Behan Samman Yojana, women between the ages of 18 to 60 will receive ₹2000 per month.
- Farmers: A farmers’ commission will be formed, and laws guaranteeing MSP (Minimum Support Price) will be enacted. Women farmers will receive special benefits. Congress promises to bring water to farmers from the SYL canal.
- Universities: A university will be established in Kurukshetra district in the name of Guru Gobind Singh Ji, and the government will conduct elections for the Gurdwara Sikh Management Committee. A university will also be built in Mewat.
- Disabled People: A separate board for disabled people will be created, and they will be guaranteed jobs in government services.
- Pension Scheme: The old pension scheme will be restored for government employees.
- Infrastructure: Congress promises to improve metro and railway services in cities and create an eco-friendly environment. Special “Chhath Ghats” will be built for people from Purvanchal.
- Law and Order: The party promises to improve law and order in the state and ensure a safe environment for women.
- Punjabi Welfare: A Punjabi Welfare Board will be set up for the Punjabi community.
- Transport: The transport system will be improved, with electric and CNG buses added to the fleet.
- Sanitation Workers: Congress promises to make 10,000 sanitation workers permanent and provide ₹30 lakhs to families of sewer workers who die on duty.
Geeta Bhukkal, the chairperson of the manifesto committee, said the promises were based on suggestions gathered during the “Haryana Mange Hisaab Yatra” and various justice meetings held for farmers, women, and Dalits.
